The Irrelevant Paramedics II

Hello. What's the best way to make paramedics relevant?
How about getting them closer to where the highest potential for accidents is?
Maybe have them stationed at business parks.
Maybe at golf courses.
Maybe at busy intersections.
Maybe at the places research says are the most common for accidents.
In other words, shouldn't paramedics be more like tow trucks?
If paramedics got paid by their response time (more pay for faster response) would they deploy themselves differently?
Maybe that is something relevant to think about.
